INTRODUCTIONS AND WELCOME OPENING REMARKS
Francis “Hall” Chaney, III, Chair, Governor’s Workforce Investment Board (GWIB), called the meeting to order at 3:35 p.m. and welcomed all members to the February 2016 Quarterly meeting. Mr. Chaney, also welcomed new board members: Bernie Fowler, Founder and President Farming 4 Hunger, Inc.; Dawn Lindsay, President, Anne Arundel Community College; James D. Fielder, Secretary, Maryland Higher Education Commission; Karen Tomasello, Owner Sello’s, Inc.; and Michael J. Pantelides, Mayor City of Annapolis and asked that Board members introduce themselves. APPROVAL OF MINUTES
A quorum was present and a motion was made and seconded, to approve the minutes of the December 9, 2015, GWIB Quarterly Board meeting. CHAIRMAN’S REMARKS
Chairman Chaney provided an update on the GWIB Workforce Taskforce Groups, Advanced Manufacturing, Changing Demographics, Cybersecurity, Healthcare/Life Sciences, Information Technology, Marketing and Branding and Skilled Trades. This multi-industry taskforce will supply the necessary policy solutions that will provide a road map to follow so that we can have a highly skilled workforce that is essential to Maryland’s job creation and economic recovery in our state. The GWIB Workforce Task Force Chairs are:

The GWIB Taskforce Chairs will report out at the June 1, 2016 Board meeting. REGIONAL COLLABORATION STRATEGIES PRESENTATION
Chairman Chaney introduced Stacey Wagner, CEO Principal, at the Jarrett Wagner Group, LLC. Ms. Wagner provided an overview on the Workforce Innovation and Opportunity Act (WIOA) and the key differences between Workforce Investment Act (WIA) and WIOA. Among one of the key changes is the role of state boards in coordinating and aligning workforce programs and adds functions to develop strategies to meet worker and employer needs through State sector approaches. WIOA COMBINED WORKFORCE STATE PLAN DISCUSSION
Michael R. DiGiacomo, GWIB, Executive Director provided an update of the Workforce Innovation and Opportunity Act (WIOA), and the major content areas of the Maryland’s Combined Workforce State Plan that includes the strategic and operational planning elements. He gave a short synopsis of the strategic planning elements that includes analyses of Maryland’s economic conditions, workforce characteristics, and workforce development activities. He pointed out that these analyses drive the vision and goals for this Combined State Plan. Mr. DiGiacomo stated at this time he would like to introduce his colleague Brandon Butler, Deputy Assistant Director, DLLR, Division of Workforce Development and Adult Learning who will summarize the operational aspects of this State Plan. Mr. Butler opened by sharing that the operational planning elements identifies the efforts of ongoing work of approximately 300 subject matter experts who were consulted in the development of the initial draft of the Maryland Combined Workforce State Plan that would soon be available for public comment. This section of the state plan ensures that Maryland has the necessary infrastructure, policies and activities to meet the strategic goals, to implement its alignment strategy and support ongoing program development and its coordination. He identified that the State plan is the Governor’s blueprint for workforce development. A discussion took place regarding the Combined State Plan. After a brief discussion, Mr. DiGiacomo thanked Mr. Butler and stated at this point, to turn the meeting over to the GWIB Chairman. Chairman Chaney then asked Board members to finalize their review of the State Plan, in front of them. He made a motion to approve the State Plan, and it was seconded. All voted to accept the WIOA State Plan. Next, the Governor will review the State Plan, and then it will be submitted to USDOL before April 1, 2016. ADJOURNMENT
Chairman Chaney thanked all for their participation, for the presentation and for feedback on the WIOA State Plan. He motioned to adjourn the meeting and the motion was passed. Meeting adjourned at 5:15 p.m.
