WELCOME & INTRODUCTIONS
Mr. Martin G. Knott, Jr., Chair, Governor's Workforce Investment Board (GWIB), called the meeting to order at 3:40 p.m. and welcomed all members to the March 2014 Quarterly Board Meeting. He also welcomed new board members Roya Mohadjer Senior Technology Strategist with Lockheed Martin and Secretary Gregg Hershberger of the Department of Public Safety and Correctional Services and asked that board members introduce themselves.

Roya Mohadjer provided brief remarks on her background at Lockheed Martin Information Systems and Global Solutions and the organization's ongoing interest in developing a qualified STEM/STEAM workforce pipeline. Mr. Knott thanked, Roya and shared GWIB was happy to have her on board and that she has come to the right place.

APPROVAL OF MINUTES
A motion was made, seconded and adopted to approve the minutes of the December 11, 2013, Quarterly Board Meeting.

THE CHAIRMAN'S REMARKS
Chairman Knott shared with the Board that he recently attended the 2014 National Governors Association (NGA) of State Workforce Board Chairs and Directors Winter Meeting in Washington, DC. The conference provided the opportunity to discuss critical issues affecting states, such as employment trends and growth opportunities. New approaches to creating a well-functioning workforce system and best practices were also shared at the meeting. He recognized and thanked Lynn M. Selby, GWIB, Executive Director and Diane Pabich, Deputy Director who joined him at the 2014 NGA Winter meeting.

P-20 COUNCIL LEADERSHIP TASK FORCE ON ARTS EDUCATION IN MARYLAND SCHOOLS COMMITTEE
Mr. Knott shared that he serves on the P-20 Leadership Arts Council. The Leadership Council and the Task Force on Arts Education in Maryland schools are looking at the importance of dance, music, theatre, and visual arts have for all students. The goal is to see how the Arts influence outcomes, performance and ultimately the workforce.

He also, shared that to continue Maryland's position as a national leader in education; the Governor wants to ensure that all students have access to quality education, which includes the arts. The following panel of experts was convened to have this discussion with the Board: Mary Ann Mears, an Artist Sculpture; Jack R. Smith, Chief Academic Officer for the Maryland Department of Education; and Roya Mohadjer, Senior Strategist at Lockheed Martin. The panel discussed how Maryland is doing as it relates to arts, music, culture, math, dance, sculpting and education.

Mary Ann Mears began her presentation by thanking the Chair for the introduction. She introduced, Jack Smith, Chief Academic Office for the Maryland State Department of Education. Ms. Mears provided an overview of the Governor's Leadership Council and Statewide Task Force on Arts Education in Maryland. The Task Force work will make recommendations regarding fine arts education in Maryland public schools to include policy and regulations, professional development curriculum, and instruction resource allocation. She concluded and stated the research they are doing will play a critical role with STEAM.

Chief Academic Officer, Jack Smith greeted the Board members and thanked Mary Ann. Mr. Smith briefly talked about how the arts influence the workplace. The Arts develop skills that are necessary in the workplace. Several comments followed regarding how the arts inspired business and individual's personal lives.

Roya Mohadjer continued the discussion with an overview of her employer's perspective. She presented national statistical data on students' performance being below the basic levels in math, and science. Our nation has lost considerable ground in math and science. She stressed it is important to find ways to dramatically increase STEM interests in students. Lockheed Martin is committed to investing in STEM education. The nation's future in technological advances depends on a constant supply of highly trained and highly capable technical talent.

Mr. Knott thanked Roya Mohadjer, Maryann Mears and Jack Smith for bringing this conversation to the Board.

MARYLAND HEALTHCARE WORKFORCE DATA COLLECTION
Lynn M. Selby, Executive Director of GWIB introduced Ben Steffen Executive Director for the Maryland Health Care Commission who presented Tim Dall, Managing Director for Healthcare and Pharma, and Dr. Srinivas Sridhara, Chief, Cost and Quality Analysis, Maryland Health Care Commission.

Tim Dall presented an overview of the results of the Maryland Healthcare Workforce Study phase one and phase two. He stated the first phase of the report studied the capabilities of current health occupation licensure and re-licensure data systems for use in estimating future health care workforce needs in the state. The report shows that there is considerable variability in existing data systems. Although all boards collect information on race and ethnicity, but details on location, type of practice are not consistently collected. Mr. Dall continued, the second phase provided estimates on the adequacy of primary care and mental health services using a statistical model that took into account the existing workforce supply, population characteristics, insurance coverage status, and health risk factors that drive the use of health care services.

Dr. Srinivas Sridhara thanked Mr. Dall. He went on to say, the findings from the report are the basis for launching the third phase, which will aim to enhance existing data systems to meet the State's needs for workforce programs and planning. In collaboration with Health Occupation Boards and with funding support from the GWIB, the study will move to its third phase in the coming months to enhance existing data systems.

MARYLAND EARN UPDATE
Secretary Leonard Howie, of the Maryland Department of Labor, Licensing and Regulation (DLLR) announced the 29 recipients of the December 2013 EARN (Employment Advancement Right Now) Planning Grants to Sector Industry Partnerships were awarded across the state. EARN Maryland Planning Grant awardees represent the inaugural class of EARN Maryland Strategic Industry Partnerships funded under this state-funded competitive workforce and economic development grant.

Deputy Secretary Jensen provided an update on the Maryland EARN (Employment Advancement Right Now) legislation. On, January 30, 2014 the Department of Labor, Licensing and Regulation (DLLR) began accepting the Implementation Grant Solicitation Proposals from qualified organizations to implement workforce training Plans that meet employers' workforce needs, advance the skills of Maryland workers, grow the State's economy, and increase sustainable employment for working families. These proposals will be due March 31, 2014 and, awarded in June 2014. The EARN Maryland Solicitation Implementation webinar can be found archived on the DLLR website.
