INTRODUCTIONS AND WELCOME OPENING REMARKS
Secretary Kelly M. Schulz, Department of Labor, Licensing and Regulation, called the meeting to order at 3:47 pm. Secretary Schulz welcomed all in attendance to the October 28, 2015, GWIB Quarterly Board meeting. Secretary Schulz addressed the newly appointed board members of the importance of their selection by the Governor to the GWIB. She introduced the new GWIB Chairman Francis "Hall" Chaney, III, Executive Vice President, Chaney Enterprises.

NEW BOARD CHAIR MEMBER
Chairman Chaney provided brief remarks on his background and business.

GWIB EXECUTIVE ORDER AND BY-LAWS REVISIONS
Michael "Mike" DiGiacomo, GWIB Executive Director, welcomed Board members. Mr. DiGiacomo stated that today's meeting is going to cover the board's relationship and the role of the state workforce board (GWIB). He noted that the Maryland Executive Order (01.01.2015.19) was distributed to the Board by email prior to the meeting and was included in the packet. The Executive Order highlights the duties and responsibilities, which is the criteria mandated by the new federal law Workforce Innovation and Opportunity Act (WIOA).

Final draft of the proposed By-Laws will be sent to all Board members in December, with the Board materials.

OPEN MEETINGS ACT
Motion: Mike DiGiacomo noted the Law: Section 3-302 of the General Provisions Article, the Annotated Code of Maryland, states, that the notice of the public meetings, shall be published and identify information on the date, time and place of the public meeting. He moved that the proposed posting of notice of GWIB's public meetings on the Department of Labor, Licensing and Regulation website and in the Maryland Register. The motion was seconded and approved.

THE CALL TO ACTION
Mike DiGiacomo, Executive Director, charged the Board, to connect with the Chairman of the Local Workforce Development Board (LWDB) areas to explore and identify the disconnect in talent, skills and education to fill available job openings within your specific industry or geographic area and trends you seen to find the best talent today or in the future. Clear actions were given and a deadline to report out on your findings and email the qualitative information to Diane.Pabich@maryland.gov. Final compilation and content analysis will be sent to all Board members in December, with Board materials for discussion at the December 9, 2015 Board meeting.

Before the adjournment, Mr. Chaney thanked everyone for their commitment both personally and professionally.

There being no further business, the meeting was adjourned at 5:25 p.m.
